From JFY 2007, JICA has been implementing the “Training Program for Young Leaders”, a technical cooperation program aimed at promoting human resources development and nation-building in developing countries.
Under the program, groups of young leaders, who will eventually become nation-builders in the future, are invited to enhance their specialties by experiencing and learning technologies and skills in Japan for a period of 18 days.
The program was an enhancement of the Youth Invitation Program (formerly the ASEAN-Japan Friendship Program for the 21st Century), which began in 1984 for six ASEAN countries, and which has since expanded to cover approximately 120 countries. For more than 20 years, the program has served as a significant venue for cultural exchange and for the promotion of friendship and mutual trust between Japan and the ASEAN countries.
JICA is implementing the program with the view of contributing to more sustainable capacity development for young leaders through greater emphasis on specialized technical training in various fields.
There will be 4 batches covering 4 different categories that will be visiting Japan for JFY 2012. The General Information (GI) for each course may be viewed by clicking the title of the course.

Who are qualified to join?
Applicants who meet the following qualifications:
- Filipino citizens;
- Twenty (20) to thirty five (35) years of age at the time of the training;
- Directly engaged in the related category/field applied for
- Physically and mentally fit;
- From the non-military sector;
- Should not have, in principle, stayed or visited Japan;
- Holder of a valid passport (valid at least until May 2013). Government employees must secure Official Passport upon acceptance.
- Preferably holder of a permanent position and has completed at least two years of service as permanent; and
- No pending application for scholarship under another study program.
- Check the General Information of the course for specific target agency/participants.
List of Requirements to be submitted by the Applicants
- Application Form (PDF/199KB)
- Curriculum vitae (PDF/17KB)
- Recommendation from immediate supervisor to assess applicant’s performance at work and to certify his/her proper qualifications in participating in the programme. Address letter to Mr. Takahiro Sasaki, Chief Reprsentative of JICA Philippine Office.
- One (1) passport-sized (1.3 x 1.77″) pictures with a plain, royal blue background. Note: Please write your name and field selected at the back of the photo.
- A one-page essay entitled “As a young leader, what can I do to help my country?” (1 page, A4 size, 1.0 spacing, Arial 11)
- Original Certificate of Employment (with a Service Record) on the company letterhead.
- Recent medical certificate issued on or after January 2012. Please attach the blood type result. Note: Pregnancy is regarded as a disqualifying condition.
- Birth certificate issued by the National Statistics Office issued on or after January 2012.
- Photocopy of valid passport showing passport holder’s photo and info. Note: For married women, married surname and status should reflect in the passport.
- Certified true copy of transcript of records.
- Photocopy of certificates of attendance in seminars, trainings and membership in organizations.
- Certification on or after January 2012 from company’s HR/ Personnel Administration, stating no pending administrative or criminal case
- Certificate on no pending nomination to other local foreign scholarship/s and no pending service obligation/s from previous trainings attended issued by HR/ Personnel Administration.
- Valid original NBI clearance.
False information made by the applicant in his/her application will automatically disqualify him/her from the Program.
